They gave the guy a back warmer and a soft grassy pillow. There have been worse arrests.

The cat is also the police trying to get the arrestee george floyded. Failed miserably though.
They’re making a plan to escape. The cat just wants to make sure all the loose ends are handled before it uncuffs the guy.
