I am not a lawyer but neither are you. Civil cases can have more than a monetary penalty, they can also have orders requiring or restricting actions.
For example: divorce is a civil matter and can have orders that prevent one of the parties to not to do specific actions such as take the kids and leave the country.
Therefore, it seems entirely reasonable for a civil penalty to result in an order forbidding holding a public office.
