Used to be, gm rule 1 was “everyone should be having fun”
I, and it’s been awhile, have changed my personal rule 1 to “every player has autonomy”
Nobody came to watch your one person play, it’s a group storytelling game, if it’s not collaborative you’re doing it wrong.
This has been stored away in my gm vault for demonstrating what an evil government might mete out as punishment.
PCs walk into town and there’s a public execution happening, it’s all horrifying screams burning flesh etc, until it finally stops and a hush falls over the gathered crowd. The silence is broken when chanting, faint at first, gradually grows louder and louder until it feels like you can hear it in your mind, just when it feels intolerable a flash emanates from the stake, and the screaming begins anew.
Since it doesn’t say specifically and it’s not tied to any other condition I would say the intent is probably to tie it to the space and/or until the PCs have a few minutes to warm up. So once out of range of the haunt I don’t think I’d force them to hold onto the condition. If in a fight it could make a difference, but otherwise it seems to be an inconvenience.
